Salem Downtown Revitalization Strategy Salem (Salem County) NJ Downtown plan couples economic revitalization with neighborhood identity. Like many small cities, Salem has a rich assemblage of historic structures but has struggled with the migration of businesses and employment centers tothe suburbs. Salem, as the county seat, is still regarded as the "center" of the county, but lacks the vibrancy and energy it once had. The downtown revitalization strategy plan developed by Triad Associates and Composite Inc. sought to address the issues of economic vitality, aesthetic quality and historic preservation. By identifying the character of each neighborhood within the city, the consultants created smaller "planning areas." Goals and objectives were prepared for each and illustrations prepared to enable community leaders and other stakeholders to envision their future.
